Downtown Alliance San Antonio

The Downtown San Antonio Community Development Corporation (or CDC), in partnership with the Downtown Alliance/San Antonio and the City of San Antonio, is working to create a mixed-use, mixed-income neighborhood immediately north of the downtown core in the area designated River North. With the development stimulus of the $70 million San Antonio River improvements project bisecting the zone, the CDC envisions the birth of a vibrant urban neighborhood in an area that has been long neglected.

To help ensure quality development in River North, the CDC has contracted with the Pasadena, CA-based firm of Moule & Polyzoides. Led by nationally renowned urban planner Stefanos Polyzoides, one of the founders of the New Urbanism movement, Moule & Polyzoides is crafting a master plan for River North. Based on both public input and the experience of other cities across the country, the new master plan will establish urban design principles and development guidelines to shape River North and prioritize funding from the already-established River North Tax Incentive Reinvestment Zone.

Moule & Polyzoides began their local work in August of 2007 with Discovery Workshops to gather public input and continued with an intensive design charrette in September. The design charrette blended the efforts of the experienced Moule & Polyzoides planning team with the local touch of five talented San Antonio architectural firms. The master plan currently being drafted will be widely presented to the public and the responsible City of San Antonio Commissions, revised based on public comments, and presented for final City Council approval in the fall of 2008.

Moule & Polyzoides conducted public meetings on December 3, 2007 and January 8, 2008.

Several catalyst projects have already been identified to kick-start the implementation of the River North Master Plan. The first such project to catch the public’s eye has been the proposed renovation of the Municipal Auditorium as the centerpiece of a River North Performing Arts district. Other major projects will be emerging in the months ahead, including both private sector development projects and public infrastructure improvements.
